Employee will be assigned to the Division of Mining and Reclamation, Permitting Unit of the Logan regional office.

Duties and Expectations: 

  • Works under general supervision in an associate role, performing complex paraprofessional duties as an Article 3 permit reviewer.
  • Assists professional staff in reviewing permit applications submitted through the Electronic Submission System (ESS), including operator assignments, annual bonding, and incremental bonding.
  • Applies state and federal statutes and regulations in administrative and minor technical reviews of Article 3 permit applications.
  • Accesses and utilizes the Environmental Resources Information System (ERIS) and Applicant/Violator System (AVS) to review permit histories, bonding details, acreage, and ownership/control information for compliance.
  • Contacts other state agencies to verify current licenses and certifications.
  • Communicates with mining company representatives, consultants, and permit officials to identify and address application deficiencies or errors.
  • Schedules and participates in conferences to discuss permit applications.
  • Recommends approval of permit applications based on review findings.
  • May be required to attend and participate in informal conferences.
  • Must demonstrate effective written and oral communication skills.
  • Performs other duties as assigned or required.
  • Applicants should have working knowledge of:
    • Google Documents
    • Electronic Submission System (ESS)
    • Applicant Violator System (AVS)
    • Scientific principles of surface and underground mining
    • Current federal and state mining regulations and laws

Notes:

  • Regular attendance is an essential part of this position.
  • Qualifying applicants will be required to complete an internet-based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position. 
  • The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter. 
  • All new employees that are involved with Specific DEP programs subject to the Surface Mining Control and Reclamation Act (SMRCA) of 1977 must file prior to final appointment and annually thereafter, a Statement of Employment and Financial Interest (OSM 23).

Minimum Qualifications

Training: High school diploma or the equivalent.

AND

Experience: Four (4) years of full-time or equivalent part-time paid experience in paraprofessional or clerical office support work related to the specialty area.

OR

Substitution: Any combination of experience as described above and successful completion of coursework from an accredited college or university may substitute for the required experience at a rate of thirty (30) semester hours for every one (1) year of the required experience.
