Description

The Special Education Coordinator is responsible for ensuring compliance to established policies, procedures and/or regulations; and addressing other duties and processes required to maintain the school’s program of services and to maintain all systems required to document said compliance.  Responsibilities include: managing the school’s compliance related to special education programs, specifically IEP and annual testing as well as all related services and developing aligned goals and objectives.  Additionally, recommending policies; planning, implementing and working with staff in evaluating the special education programs and services and classroom instruction, as well as relevant supervision as indicated for contracted staff.  Finally, they will act as a liaison with other school and network staff, serving as a resource as needed.  The Special Education Coordinator position will be 12 months.

I. ESSENTIAL DUTIES AND RESPONSIBILITIES

The following is an explanation of the duties of the Coordinator of Compliance. It includes the major highlights of the requirements of the position.  There should be a clear understanding that the duties outlined below are not all encompassing.  Additional responsibilities may be assigned to the Special Education Coordinator as required.

  1. Quarterly Compliance review of special education documents and progress monitoring.
  2. Annual compliance testing and completion of IEPS, revisions, and aligned Positive Behavior Support Plans.
  3. Responsible for screening students and adoption of IEPs during all student enrollments.
  4. Weekly review of special education enrollments and Infinite Campus prior to orientation to schedule out necessary services and evaluations.
  5. Updating the special education tracker, IEP writer, Infinite Campus and PowerSchool weekly.
  6. Responsible for update of all systems for billing purposes with PDE and SDP.
  7. Responsible for support in creation of monthly parent workshops.
  8. Responsible for support of the weekly Special Education team Professional development.
  9. Coordinate transportation supports as needed as a related service.
  10. Systematically and continuously monitors and evaluates instructional processes to ensure that program activities are aligned to the implemented IEP and progress is being made.
  11. Works with staff to ensure that Specially Designed Instruction accountability and interventions are continuous and responsive to student needs.
  12. Assists teachers in identifying and coordinating an instructional program that matches the student’s individual needs and instructional levels.
  13. Assists in and implementation of the compliant IEP and SDIs through classroom observation, visitation, and department meetings and instructional evaluations.
  14. Communicates and promotes high expectation levels for staff and student performance in an enabling, supportive way; provides proper recognition of excellence and achievement.
  15. Promotes the development, maintenance, and utilization of appropriate information systems and records necessary to attainment of the Compliance department’s mission and overall school improvement efforts.
  16. Promotes and disseminates current legal issues and policies to teachers, school administrators and other appropriate personnel.
  17. Provides leadership to the homebound program to ensure the smooth and speedy transition of instructional services to students who need a home or hospital bedside arrangement.
  18. Coordinates special transportation for students based on their IEPs.
  19. Supports the premise that school rules are uniformly observed and that consequences of misconduct are applied equitably to all students, unless otherwise designated by the School Principal.
  20. Encourages plans for improved behavior of students with disabilities that reflect enhanced opportunities for learning.
  21. Conducts oneself in a professional, ethical manner, in accordance with generally accepted community standards.
  22. Performs other duties as assigned.

II. SUPERVISORY

  1. Evaluate assigned staff and ensure that evaluations clearly and accurately represent staff performance.
  2. Confers with subordinates regarding their professional growth; works jointly with them to develop and accomplish improvement goals.
  3. Fosters collegiality and team-building among staff, encouraging their active involvement in decision- making and implementation of programs.
  4. Communicates effectively with students, staff, parents, and community; projects a positive image that enhances the department/CHP’s mission.
  5. Mediates and facilitates effective resolution of conflicts in a timely fashion.

Qualifications

IV. QUALIFICATIONS

A. Education, Training, and Experience

  1. Master’s Degree from accredited university or college required. 
  2. Bilingual (Spanish and English) preferred
  3. Some knowledge in bilingual education
  4. Three years teaching experience in Compliance 
  5. Experience as a supervisor of the Compliance department.
  6. Experience in SEAS (Compliance database) and behavior management program (Vision Management).

B. Certificates, Licenses, and Registrations

  1. Pennsylvania Teacher’s Certificate required in Compliance.

C. Ongoing Training and Credentialing

  1. Meets all ongoing requirements as identified by the Human Resources Department.
