PRIMARY PURPOSE:

 

Assist in directing the district’s special education programs to ensure provision of services

for special education students.  Monitor delivery of individualized education plans to meet the needs of identified students and ensure compliance with all state, federal, and local requirements.

             

QUALIFICATIONS:

 

              Education/Certification:

              Master’s degree

              Appropriate administrative Texas Certificate

              Valid Texas teaching certificate with special education endorsement

 

              Special Knowledge/Skills:

              Understanding of the individual needs of special needs students

              Ability to communicate with all levels of special needs students and their parents

              Ability to interpret policy, procedures, and data

              Ability to manage budget and personnel

              Ability to coordinate district professional development

              Strong organizational, communication, and interpersonal skills

                                                                                                                                                          

              Experience:

              Five years teaching experience in special education

              Three years special education administrative or supervisory experience

             

MAJOR RESPONSIBILITIES AND DUTIES:

 

  1. Supervision of special education programs such as homebound, speech therapy, related services and other identified special education programs and services

 

  • Monitor special education teachers and paraprofessionals to ensure that student progress is evaluated on a systematic basis, and that the findings are used to make special education programs more effective

 

  • Ensure that special education support staff implements program improvement efforts that are consistent with federal and state law

 

  • Encourage and support the development of innovative instructional programs, helping teachers to pilot such efforts when appropriate

 

  • Ensure that curriculum renewal is continuous and responsive to student needs

 

  • Encourage and support the development and implementation of effective instructional programs to achieve identified needs

 

  • Ensure that staff development is consistent with special education program needs

 

  1. Obtain and use evaluative findings (including student achievement data) to gauge special education program effectiveness

 

  1. Perform other duties as assigned by the Special Ed Director

Student  Management

  1. Establish and maintain open lines of communication by conducting conferences with parents, students, and teachers concerning vital issues

 Policy, Reports, and Law

 

  1. Offer constructive suggestions to ensure that policies, state, and federal regulations support the teaching/learning process for students

 

  1. Implement the policies established by federal and state law, Commissioner of Education rules, and local board policy in area of special education

Personnel Management

  1. Secure consultants, specialists and other community resources for superintendent, principals,

and instructional staff to assist in attaining objectives

 

  1. Develop training options and/or improvement plans to ensure exemplary operations in the

special education area

 

  1. Conference regularly with assigned staff to discuss performance, jointly develop improvement

objectives, and identify professional development and teaching opportunities

 

  1. Effectively coach staff, providing technical assistance to principals, teachers, and encourage improved overall performance

 

  1. Supervise the districts’ speech/language pathologists, related service personnel, homebound program, and coordinate the duties of the special education bilingual interpreter/translator with campuses

Communication and Community Relations

  1. Serve as district liaison to community agencies providing services to students and notify parents

and students of available services

 

  1. Demonstrate openness and willingness to listen to parents and community members

 

  1. Demonstrate awareness of district-community needs and initiate activities to meet those needs

 

  1. Demonstrate a commitment to the mission of the district as it is communicated to the public

 

 

WORKING CONDITIONS:

 

         Mental Demands/Physical/Environmental Factors:

Maintain emotional control under stress. Frequent district wide travel and occasional statewide

travel; continuous prolonged and irregular hours.
