POSITION:    Special Education Coordinator / Rose City School Building Principal

DISTRICT DESCRIPTION: The West Branch-Rose City Area School District has approximately 1,825 students and is located in Northern Michigan about an hour north of Saginaw. Rose City School, a Title I building located in Rose City, serves 100 students in PreK through 4th grade. The school is staffed by a team of committed, highly qualified professionals and supported by dedicated paraprofessionals.

As a district, we are actively realigning our curriculum and pacing guides through the Professional Learning Community (PLC) process, with guidance from our district curriculum director, instructional coaches, and instructional leadership team. Our commitment to fostering a positive school culture is further strengthened by our implementation of the Capturing Kids’ Hearts program which enhances and supports our strong PBIS framework.

Position Purpose and Function:
We are seeking a collaborative, servant-minded leader to join the WBRC family who will serve in a dual role as Building Principal at Rose City School and Special Education Coordinator. This individual will build upon our ongoing efforts to strengthen instructional and MTSS practices, enhancing student achievement for all learners. The ideal candidate will be an active presence in both communities, fostering meaningful partnerships with families and stakeholders.

The individual will serve as both the instructional leader of the Rose City School, while also assuring that the district meets the requirements of federal and state education laws, including the Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act, the Americans with Disabilities Act (ADA), and the Michigan Administrative Rules for Special Education (MARSE). The Special Education Coordinator will ensure that students with disabilities receive the educational benefits from special education programs and supportive services consistent with these legal requirements.

Duties and Responsibilities:
• Lead through the leveraging of the district systems and routines, while maintaining a drive for results by demonstrating persistence, directness, and the ability to monitor and plan ahead.
• Set and uphold high expectations for academic achievement and personal conduct, fostering a culture of excellence and accountability among both students and staff.
• Utilize the district’s talent management system to strategically recruit, hire, assign, evaluate, and retain high-quality instructional staff, ensuring a positive impact on both student achievement and teacher effectiveness.
• Exhibit deep knowledge and a clear vision for high-quality, subject-specific instruction along with the ability to effectively coach teachers in implementing research-based best practices for continuous growth.
• Administer a system of ongoing data collection and analysis through collaborative routines to ensure a continuously responsive and adaptive system of multi-tiered support in academics and behavior.
• Oversee, evaluate, and ensure the effective implementation of school operations and procedures aligned with the district’s philosophy, mission, values, and goals. This includes leadership of instructional programs, extracurricular activities, discipline and safety systems, facility maintenance, program evaluation, personnel supervision, office management, emergency protocols, and overall building management.
• Ensure compliance with all laws, Board of Education policies, civil regulations, and all federal and state special education requirements.
• Coordinate the delivery of special education programs and services in the district.
• Arrange for and chair IEP meetings.
• Coordinate the implementation of special education placements and the assignment of support services to students.
• Implement procedures for referral, evaluation, placement, assignment, and reappraisal of students with regard to special education services; ensure all legal requirements of student evaluation and reevaluation are met.
• Serve as a member of the special education management team; coordinate and supervise special education staff employed by the district.
• Supervise and evaluate special education staff in accordance with specific performance criteria as indicated in job descriptions and in cooperation with building principals.
• Assist in the individual growth and in-service training of special education staff members.
• Assist in the Intermediate School District planning process for delivery of special education programs and services.
• Assist in the evaluation and review of special education programs and services and report areas of noncompliance to the Superintendent of Schools.
• Consult with parents of students enrolled in special education programs and maintain cooperative relationships with families.
• Schedule staff assignments and supervise and coordinate home instruction for eligible students.
• Establish master schedule for the elementary school and general calendar of events, ensuring appropriate scheduling of special education services and supports.
• Supervise the instructional programs of the school, evaluating lesson plans and observing classes on a regular basis to encourage the use of a variety of instructional strategies and materials consistent with research on learning and child growth and development, as well as meeting current evaluation policies using the 5D+ evaluation rubric.
• Serve as a visible role model for students and staff and maintain regular communication with students, teachers, parents, district leadership, and community.
• Establish and maintain efficient procedures and effective controls for the expenditure of school and special education funds in accordance with the adopted budget, subject to the direction and approval of the district.

• The ability to effectively use technology and technology applications to support instruction, communication, and operations.
• The ability to self-reflect, set goals, and pursue continuous professional growth.

Professional Qualification Requirements:
Bachelor Degree or higher in Education
Valid Michigan Teaching Certificate
Valid Michigan Administrative Certificate for K-12 Education
Master’s Degree required
Minimum of five (5) years successful experience in teaching and administration

Preferred:
A minimum of five (5) successful years of elementary classroom teaching experience.
Previous K-12 administrative experience.
Experience in special education leadership or coordination preferred.
Demonstrated knowledge of IDEA, Section 504, ADA, and MARSE.

Physical Demands and Work Environment:
The employee must be able to perform the essential functions of the position, which include the ability to sit, stand, walk, and move throughout the building for extended periods; attend meetings during and after school hours; respond to emergency situations; and use standard office and educational technology equipment. Employment Conditions:
Employment is contingent upon successful completion of a criminal background check and fingerprinting in accordance with state law. This position is contracted for 206 days and is subject to annual evaluation in accordance with district policy and state law.

SALARY:  $102,197-109,350 Base; 206 contract days.
