Position Description

 

 

POSITION TITLE:          Special Education Coordinator

 

FLSA:                             Exempt

 

QUALIFICATIONS:        

1.  Valid teaching certificate licensing the individual to teach in the specialization and grade
levels, pursuant to WV Code §18A-3-2;
2.  Criminal background check conducted pursuant to WV Code §18-5-15c and/or §18A-3-
10, as appropriate; and
3.  Meets the qualifications outlined in WV Code §18A-3-2a

MIMIMUM REQUIREMENTS: Hold or qualify for West Virginia Certificate as required under State Board Policy 5202 for the position. Minimum of a Bachelors Degree in Special Education Multi-Categorical (LD/BD/MI) K-6 and 5-AD

Five (5) successful years of  experience teaching Special Education. Experience in Administration preferred!

 

Additional Minimum Requirements For Applicants Not Currently Employed:

Applicants who have been dismissed or had their contracts non-renewed for cause by another school district are not eligible for consideration; Applicants who have recent unsatisfactory evaluations are not to be considered eligible for consideration; Applicants who demonstrate unsatifactory interview performance are not eligible for consideration.

 

REPORTS TO:  Director of Special Education

 

TERMS OF EMPLOYMENT:  220 days annually, pursuant to WV Code §18-5-45;
extended employment terms may be established by the Morgan County Board of Education

 

Salary: Salary based on experience and education level per CBOE salary schedule plus competitive benefits package equal to approximately 35% of direct compensation. 

 

EVALUATION:  Performance in this position will be evaluated by the building
principal/immediate supervisor and in accordance with WV State
Code §18A-2-12, WV State Board Policy 5310 and Morgan
County Board of Education Evaluation Policy.

 

JOB SUMMARY:   Provide appropriate instruction to students and insure that the students meet the learning objectives and standards for the appropriate grade level.

                            

ESSENTIAL JOB FUNCTIONS:

1.  Maintains all special education files and evaluation data on each student.

    Reviewing each special education file to ensure all current paperwork is placed in the individual student's files; notifies special education staff of missing or incorrect paperwork and follows up with person/principal as appropriate to ensure thorough documentation; completes special education paperwork audits.

2.  Upon completion of evaluations by trained/contracted personnel, coordinator will facilitate the eligibility/triennial process from assessment completion to appropriate plan development (assisting the special educator).

3.  Demonstrates knowledge of application and practice of WVDE Policy 2419, Regulations for the Education of Students with Exceptionalities and Section 504 of Rehabilitation Act, the WV Birth-to-Three program. 

4.  Articulates evaluation/assessment findings during 504/eligilibility/IEP meetings to team members.

5.  Monitors initial and re-evaluation triennial timelines, IEP timelines, and 504 plans to ensure compliance with Policy 2419 timelines.

6.  Coordinates and assists with end of year IEP submissions by each special education teacher as part of check out process.

7.  Prepares reports and participates in yearly personnel planning meetings.

8.  Meets with special educators for IEP planning, participates in classroom observations as requested, assists with problem solving and documentation completion for 504, IEPs, triennials and Evaluations.

9.  Participates with SAT teams, as appropriate and necessary.

10.  Provides Online IEP training to personnel, as necessary.

11.  Monitors implementation of accommodations and modificfations throughout the school environment.

12.  Maintains positive communications and working relationships with all school building administrators, Board of Education personnel, and Special Education teachers and aides.

13.  Maintains confidentiality of student files and student information, as expected through FERPA and HIPAA.

14.  Collaborates with parents and stakeholders regarding student progress, evaluation results and interpretation, and completion of required paperwork.

15.  Profiient with technology (Microsoft Word, Excel, Outlook mail, WVEIS, Online IEP, etc.

16.  Consults with Director of Special Education on a daily basis regarding progress of timelines, concerns and/or progress of situations, and all necessary updates.

17.  MEDICAID:  Ensures Medical consents are obtained on an annual basis, following up on outstanding documents, and filing consents; maintains accurate records of Medicaid eligible students and demographics/services provided; consults with EPIC Medicaid coordinator to remain informed of Medicaid requirements regarding billing practices related to Special Education practices, procedures and medical services; investigates eligibility for Medicaid billing; monitors compliance with billing practices.

18.  All other duties as assigned by the Director of Special Education.
